Last year, OCA urged members of the Ohio Senate to introduce a resolution to stop FOCA, the so-called Freedom of Choice Act, which President Obama promised NARAL, Planned Parenthood and other abortion groups would be the first bill he would sign in office. FOCA was never introduced. Instead, the radical abortion lobby worked behind the scenes with Democratic members of Congress to add a number of the provisions of FOCA in the Federal Health Care Bill. A number of amendments to restrict or limit federal funding of abortion were never considered or, in the case of the Nelson-Hatch Amendment, were voted down.
SCR-6, the Ohio Resolution to Stop FOCA, passed out of the Senate Health Committee in June. We have asked the Senate President, along with members of the Ohio Senate, to bring the resolution to the floor for a vote. A floor vote is being considered in the next couple of weeks.
We commend State Senator Tim Grendell and State Senator Steve Buehrer, along with the following co-sponsors of this resolution: Senators Coughlin, Gibbs, Schaffer, Seitz, Wagoner, Schuring, and Faber.
The updated name is Prevention of Federal Expansion of Abortion Resolution SCR-6.
The following is an excerpt of an amendment to update the language in the resolution to address the current threat by the federal government to mandate federal taxpayer funding of abortion.
WHEREAS, In the current deliberations over a final version

15 Congress is considering provisions that may increase access to
16 abortion, authorize direct or indirect federal or state funding
17 for abortion services, require private insurers to offer health
18 plans that include abortion coverage, and provide individuals
19 with federally subsidized public health plans that include
20 abortion coverage; and...
