The 1973 Supreme Court decision in Roe v. Wade and Doe v. Bolton, did more than just "legalize" abortion on demand; they prohibited virtually any federal, state or local laws from protecting pre-born children from death by abortion throughout all nine months of pregnancy.
- Do you support reversal of Roe v. Wade and Doe v. Bolton?
Yes
As former Chairman of the House Subcommittee on the Constitution, I held hearings on this issue and on abortion myths surrounding Roe v. Wade. I am also the author of the ban on partial-birth abortion, which was recently upheld by the Supreme Court.
- Do you support federal legislation to ban abortion-on-demand from fertilization to birth?
Yes, with exceptions
I have said that I would support legislation that would leave exceptions for cases involving life of the mother, rape and incest in order to achieve legislation to end most abortions.
- Do you support legislation prohibiting use of tax money for organizations that promote or perform abortions domestically and in foreign countries?
Yes
I have voted to prohibit tax dollars from being given to organizations that support abortions.
- Do you support legislation prohibiting the killing of human embryos by extracting their stem cells for scientific research?
Yes
I voted against the Stem Cell Research Enhancement Act of 2007, which would have allowed federal funding of research on discarded embryos from fertility clinics. I also voted to uphold the President's veto on this issue.
- Do you support legislation prohibiting all cloning of human beings?
Yes
I am an original cosponsor of the Human Cloning Prohibition Act of 2005.

- Will you oppose any legislation or regulation (e.g., campaign finance reform) that has the purpose or effect of restricting, penalizing, chilling, discouraging or prohibiting citizens from contacting their elected representatives or urging others to do so on issues of importance to them?

In the past, I have supported campaign finance reform efforts that are consistent with constitutional principles of free speech. However, I have opposed legislation that would stifle legitimate efforts of citizens petitioning the government. For example, I voted against McCain-Feingold because it placed too many restrictions on too many forms of legitimate political speech. I remain committed to carefully reviewing any further regulatory proposals so they don't unfairly burden legitimate advisory groups, such as Right to Life.
